Dr. Michaels was asked to testify before the Congressional Committee on Science and Technology regarding renewable energy. During his opening statement, Dr. Michaels highlighted the need to determine the value of funding the future of renewable energy when compared to innovations in other energy sources and when considering climate policy.

Currently, wind is the dominate source of renewable energy as the recipient of countless subsidies and production tax credits. Additionally, although many states lack the ability to adequately plan for these facilities, governments have sought to spur their construction by mandating wind energy usage.
